Transformation fatigue is usually described as a people problem. In our experience it is an architecture problem, and it is fixable.
Finish something
Programmes that run indefinitely teach an organisation that change is weather rather than work. Cutting the programme into pieces with a visible end, an owner and a measured result changes the relationship people have with it.
The most effective fatigue treatment we know is a completed change that somebody publicly measured.
